An apparatus and a method for transmitting control information in broadband wireless access communication systems are provided to improve the throughput of a system by determining a modulation scheme of control information on the basis of the smallest value among channel information of terminals. An encoder(202) encodes control information to be sent at a predetermined code rate to generate code symbols. A modulator(204) modulates the code symbols generated by the encoder to generate modulated symbols. A decision unit(216) decides the repeated number of the control information by using channel information fed back from terminals. A repeater repeatedly outputs the modulated symbols generated by the modulator. The decision unit has a memory table for storing a mapping relationship between the channel information and the repeated number.
