PROBLEM TO BE SOLVED: To reduce sense of anxiety given to a user by arranging a fail safe function making a ratchet mechanism a lock state when the electromagnetic clutch breaks down.

SOLUTION: The electromagnetic clutch 84 making a drum and a motor part 81 a fastening state or an opening state is arranged between them, the ratchet mechanism regulating the rotation of the drum in a dispensing direction while allowing the rotation of the drum in a pulling in direction in a lock state and allowing the rotation of the drum in the pulling in direction and the dispensing direction in a release state is arranged in the drum, and a first clutch malfunction detecting section 52 detecting the malfunction of the electromagnetic clutch 84 and a drive regulating section 51 making the ratchet mechanism a lock state when a malfunction detecting signal fs is input from the first clutch malfunction detecting section 52 are arranged in a controller 50. The rotation of the drum in the dispensing direction is regulated and thereby it is possible to prevent the belt from being dispensed from the drum when the electromagnetic clutch 84 breaks down.
