A communication control device (100) comprises: a control section (106) that is respectively connected with different circuits through a WAN-side communication interface section (104) and a LAN-side communication interface section (102) of different communication systems and that relays communication between a communication device on a circuit connected with the WAN-side communication interface section (104) and a communication device on a circuit connected with the LAN-side communication interface section (102); a measurement section (108) that respectively measures the communication speed of a plurality of circuits connected with the WAN-side communication interface section (104); and a monitoring section (110) that monitors the free condition of a plurality of circuits connected with the WAN-side communication interface section (104). The control section (106) controls circuits connected with the WAN-side communication interface section (104), in accordance with the communication rate and the free condition.
