PURPOSE: An optical modulator unit, an optical modulator and a manufacturing method thereof are provided to improve the stability of the optical modulator using a first contact layer. CONSTITUTION: An optical modulator unit(100) includes a first contact layer(110), a lower reflecting layer(120), an active layer(130), and an upper reflecting layer(140). Infrared rays passes through the first contact layer. The lower reflecting layer is formed on the first contact layer. The active layer is formed on the lower reflecting layer. The active layer includes an MQW(Multi-Quantum Well) layer structure. The upper reflecting layer is formed on the active layer.
