PURPOSE: A driving device for supplying the maximum voltage and an illuminance device using the same are provided to supply the maximum voltage to an LED(Light Emitting Diode) load circuit. CONSTITUTION: An LED(Light Emitting Diode) load circuit(320) includes an output capacitor(Co) and an LED module(324) receiving a direct current generated from a driving device(310). Output terminals(a,b,c,d) of a rapid start ballast stabilizer(330) are individually connected to input terminals of a driving device. The input terminal of the driving device is connected to an output terminal of the rapid start ballast stabilizer. Output terminals of the driving device are individually connected to input terminals of the LED load circuit.
