PURPOSE: An HEVC(High Efficiency Video Coding) image encoding device and a method thereof are provided to generate a new TMVP(Temporal Motion Vector Prediction) candidate by changing an anchor picture by encoding an anchor coding unit of the anchor picture for a current encoding target picture according to intra prediction. CONSTITUTION: When an encoding target picture is provided, an HEVC encoding device determines an anchor picture in a picture group according to a preset standard(S610). When a reference area of the anchor picture is encoded according to intra prediction, the device selects an alternative anchor picture in the picture group and scales a motion vector in the reference area of the alternative anchor picture in order to generate a temporal motion prediction candidate(S630,S650,S660).
