PURPOSE: An image monitoring device and an image monitoring method thereof are provided to efficiently process a background area without a manual boundary designating process of a background by setting meanings in divided areas by dividing the background. CONSTITUTION: A background obtaining unit(120) obtains a background of an image obtained from an image receiving unit(110). A meaning setting unit(130) divides the obtained background and sets meanings in divided areas. A risk determining unit(150) determines risks based on the meanings of the background areas in which a moving object is located and a kind of the moving object determined by a moving object determining unit(140). A monitoring processing unit(160) processes monitoring according to the determined risks.
