PURPOSE: A PLVS system for monitoring target person information voice alert and a voice guide method using the same are provided to predict activity and to simply inform the activity with a voice. CONSTITUTION: A PLVS transmission device performs a sleeping mode according to turning on a power switch(S1). The PLVS transmission device collects real time position data and real time activity data and stores(S2). If the PLVS transmission device receives a wake up request, the PLVS transmission device coverts into a PLVS mode(S4,S5). The PLVS transmission device extracts target position data being stored at the time of wake up request and target activity data being stored at the same time(S6). The PLVS transmission device transmits the target position data and the target activity data to a PLVS server through a mobile communication network(S7). The PLVS server converts the target position data and the target activity data into voice position information and voice activity information from text(S8). The PLVS server transmits the voice information including the voice position information and the voice activity information to a PLVS reception device through the mobile communication network(S9). The PLVS reception device outputs the voice information through a speaker(S10).
