PURPOSE: A device for controlling a rotating speed of a vertical axis windmill using the centrifugal force of the rotor blades is calibrated automatically, controlled passively, and durable. CONSTITUTION: A device for controlling a rotating speed of a vertical axis windmill(20) comprises plates(30) which are mounted on each rotor blade(22). An elastic lift control device supplies an elastic force pressurizing the plates towards the rotor blades. The device suppresses the elastic force using the centrifugal force of the rotor blades generated by the rotation of the vertical axis windmill.
