PURPOSE: A proactive ontology and a rule based estimation system, and a method thereof are provided to offer a requested service by collecting information for the services. CONSTITUTION: A mobile adaptor unit(160) controls a mobile communication device. A system adaptor unit(170) controls context information for home devices. An estimation module(150) estimates the context information for the requested service. The estimation module transmits an alarm message and a control command for providing the service from a mobile or the system adaptor unit by estimating the received context information by notifying the change of the collected context information.
