PURPOSE: An apparatus and a method capable of preventing a flicker effect are provided to block the excessive current flowing for an initial fixed time and supply the normal current after the fixed time, thereby prevent the lamp turning on and off. CONSTITUTION: If a heater operates, a first control unit becomes an off status for a fixed time and a second control unit outputs a turn on signal. The outputted signal operates a photocoupler(1010). By the operation of the photocoupler, a first triac(1002) device voltage is applied by the partial pressure of a first resistive unit(1003) and a second resistive unit(1005), and the current flows into the heater due to the device voltage hung on the gate of the triac. After the fixed time, the second control unit becomes an off status and the first control unit outputs the turn on signal. By the operation of the photocoupler, a second triac(1008) device voltage is applied, and the current flows into the heater due to the device voltage hung on the gate of the triac.
