PURPOSE: A polarization conversion reflector is provided to control the width and the thickness of a groove periodically prepared in a substrate, the thickness of a first dielectric and a second dielectric, and the permittivity; thereby improve the frequency response property of the polarization conversion reflector. CONSTITUTION: In a substrate(130), a dielectric filling groove(115) is prepared in a certain interval. A first dielectric is filled in the dielectric filling groove. The second dielectric determines a frequency response property with the first dielectric, and s formed on the first dielectric and the substrate. An interval between the dielectric filling grooves and a wave length of a signal incoming to a surface of the second dielectric satisfy a conditional expression 1(T/λ<< 1). T is an interval between the dielectric filling grooves andλis a wave length of the signal incoming to the surface of the second dielectric.
