The present invention firmly and easily bonds a resin frame member around the outer periphery of a solid polymer electrolyte membrane and enables reliable maintenance of a desired gas sealing performance. An electrolyte membrane-electrode structure (10) with a resin frame is provided with: an electrolyte membrane-electrode structure (10a) that is provided with an anode-side electrode (20) and a cathode-side electrode (22), with a solid polymer electrolyte membrane (18) being held therebetween; and a resin frame member (24) that is arranged around the outer periphery of the solid polymer electrolyte membrane (18). An intermediate layer (26) is continuously arranged: between an outer peripheral end portion (22be) of the cathode-side electrode (22) and a first inner peripheral end portion (24a) of the resin frame member (24); on an outer peripheral end portion (18be) of the solid polymer electrolyte membrane (18), said outer peripheral end portion (18be) being exposed outside the outer peripheral end portion (22be) of the cathode-side electrode (22); and between an outer peripheral end portion (20be) of the anode-side electrode (20) and a second inner peripheral end portion (24b) of the resin frame member (24).
