Disclosed are a URL navigation page generation method, device and program, relating to the field of network technologies. The present invention employs a calculation method taking access frequency as standard to rank the URLs accessed by a user by merging a URL list to acquire the URL most frequently accessed by the user, then places the first URLs in the top into designated locations for displaying. The present invention also first classifies the URLs accessed by the user according to URL classification rules and then counts the access frequency of each classification in the unit of classification, then allocates a corresponding display position to each classification in the top according to the ranking of the access frequency for displaying. By way of the present invention, a plurality of types of websites most frequently accessed by a user can be provided to the user more objectively, more accurately and more comprehensively.
