Provided is a photoelectronic integrated circuit, comprising: optical splitters (12, 13A, 13B) which are formed upon a substrate, split an inputted optical signal into n optical signals (where n is an integer greater than 2) and output same; and n optical phase modulators (15A-15D) which are formed upon the substrate for each of the optical signals which are outputted from the optical splitters, and, on the basis of phase modulation characteristics in which the degree of phase change varies by the wavelength of light, adjust the phase of the optical signal and output same.
