PROBLEM TO BE SOLVED: To determine whether a door is in an open state or a closed state, without requiring a signal indicating whether the door is in the open state or the closed state.

SOLUTION: A picked up image acquisition part 110 acquires a picked up image of a determination target range being a fixed image pickup range corresponding to a predetermined part of a door in a closed state of the determination target door. An opening and closing determination part 120 determines (detects) whether the determination target door is in the open state or the closed state on the basis of the brightness of the picked up image of the determination target range acquired by the picked up image acquisition part 110. In this way, because the opening and closing determination part 120 performs the determination by using the picked up image including the image of the determination target door, a signal indicating whether the door is in the open state or the closed state is not required.
