Provided are a base station and a communication control method that can suppress a wasteful use of radio resources caused by transmitting a SyncRequest to the cell of a handover or connection source during a handover or reconnection. A base station (100A) comprises: a handover control unit (107) that controls a handover of a mobile station (200) or a reconnection thereof to a cell; a UL out-of-synchronization detecting unit (105) that detects an out-of-synchronization of an uplink that has been set with the mobile station (200); and a synchronization request transmitting unit (109) that, when the UL out-of-synchronization detecting unit (105) detects the out-of-synchronization of the uplink, transmits, to the mobile station, a SyncRequest to request an establishment of synchronization of the uplink. If the handover control unit (107) executes the handover of the mobile station (200) or the reconnection thereof to the cell, the synchronization request transmitting unit (109) stops the transmission of the SyncRequest.
