PURPOSE: A method, a system, and a device thereof are provided to allocate proper bandwidth for a generated call and preferentially process the call without extending bandwidth. CONSTITUTION: If a location registration procedure of a mobile communications terminal(110) is completed, a gateway(136) establishes the bit transmission rate according to the gateway resources state and transmits the fixed bit transmission rate. A base station controller(132) allocates the fixed bit transmission rate according to the radio resource status. When the fixed bit transmission rate is not allocated, the base station controller transmits the radio resource allocation failure signal. If the failure signal is received, a data exchanger(134) transmits downed bit transmission rate which is downed according to a preset stage to the base station controller. When the radio resource allocation success signal is received from the base station controller, the data exchanger establishes the session with the mobile communications terminal. |
