PURPOSE: A template based electron proposal manufacturing device is provided to prestore a plurality of templates and financial instruments and select a template, thereby automatically combining financial instrument information and the selected template. CONSTITUTION: A user interface unit(21) selects a template and a financial instrument. When the template and the financial instrument are selected according to key input of the user interface unit, an electron proposal manufacturing module(22) manufactures an electron proposal by combining the template and financial instrument information about the financial instrument. An output unit(25) outputs the manufactured electron proposal. The financial instrument information is formed by using at least one of video, a static image, an image, and text.
