Provided is a technique that transmits frame synchronization information converted into a TS packet format. A synchronization signal generating device according to an embodiment of the present invention is provided with: a transmission clock generating unit that generates a transmission clock signal that is synchronized with an external clock signal; a frame counter that outputs a frame counter value in accordance with the transmission clock signal and TMCC information from the outside; a frame synchronization information generating unit that generates frame synchronization information in accordance with the frame counter value and the TMCC information; and a TS-packetizing unit that converts the frame synchronization information into TS packets.
