A data transmission method and system, and a transmitter and a receiver. The method includes: a transmitter selecting a phase rotation matrix and/or a pre-coding matrix, wherein the transmitter selects the phase rotation matrix and/or pre-coding matrix by taking a resource block as granularity; the transmitter maps at least one group of space frequency block code (SFBC) data streams onto an antenna port thereof through the selected phase rotation matrix, or through the pre-coding matrix, or through the phase rotation matrix and pre-coding matrix successively; and sending same to a receiver via an antenna corresponding to the antenna port. By way of the embodiments in the present invention, a transmitter can send SFBC data streams to a receiver through a matrix D and/or a pre-coding matrix W and selects the matrix D and pre-coding matrix W by taking a resource block (RB) as granularity so as to support the demodulation of a demodulation reference signal (DM-RS) without the need of feeding back a pre-coding matrix index (PMI) to the receiver, and it is also applicable to scenarios which do not support user feedback or inaccurate PMI feedback.
