<P>PROBLEM TO BE SOLVED: To provide a technology that can insolubilize a toxic substance contained in waste sand and waste collected dust, such as heavy metals, fluorine and boron, produced from a foundry at low cost. <P>SOLUTION: There is provide a method for treating a toxic substance in molding sand, used in a casting line for manufacturing a casting, to be insolubilized by using an insolubilizing agent.
