PURPOSE: A method for processing congestion control based on an APN(Access Point Name) and a related communication device thereof are provided to receive a high priority service or an emergency service request without delay. CONSTITUTION: A mobile device includes one or more access for an APN of a wireless communication system(10). One or more bearers are determined for modifying one or more QoS(Quality of Service) parameters. A request message is transmitted to the mobile device for indicating modification of one or more QoS parameters of the bearers. The APN is a congestion state or an overload state.
