PURPOSE: A relay, a frame structure of the relay, and a frequency assignment method of the relay are provided to transmit and receive information without a network entry process between relays. CONSTITUTION: A transmission unit(610) transmits information for a frequency band, which receives a frequency index signal, to a terminal connected to a relay in a downlink subframe of the relay. A receiving unit(620) receives frequency index signals from terminals, which are connected to one or more other relays which are located in the surroundings of the terminal and the relay, in an uplink subframe of the relay. The terminal transmits the frequency index signal through the frequency band received from the relay.
