The information providing device (1) receives, from a user terminal device (3) that accesses the electronic file by reading the two-dimensional code (51) from the document (5) on which the code image (50) is printed, character code data expressing the language set in the user terminal device (3), and transmits the electronic file of the translation translated into the language expressed by the code data to the user terminal device (3) together with the information regarding the posting location of the document (5).
