IMAGE-DECODING DEVICE, METHOD FOR IMAGE DECODING, AND IMAGE-DECODING PROGRAM

PROBLEM TO BE SOLVED: To improve encoding efficiency of motion information while suppressing a load for processing the motion information.

SOLUTION: When a reference picture index of a block to be decoded differs from the reference picture index included in encoding information of plural reference blocks adjacent to the block to be decoded, a scaling process can be executed to associate a movement vector included in the encoding information of the reference blocks with the picture interval distance between a picture to be decoded in which the block to be decoded is included and a reference picture that is identified on the basis of an index of the reference picture of the block to be decoded. An upper limit is set for the number of times of the scaling process in deriving the encoding information when a reference candidate list is generated for a block to be decoded.
