The present invention relates to a vinyl flooring having undulations of at least a certain thickness formed on a PVC surface layer, which is the uppermost layer of the flooring, so as to effectively prevent slips and have dimensional stability. A vinyl flooring formed, from the top down, of a PVC surface layer, a PVC base layer, and a backing layer, has undulations formed at a thickness of 70 to 160mum on the PVC surface layer or further includes a dimension reinforcing layer formed of one or more selected from glass paper, woven glass fiber, and non-woven glass fiber. According to the present invention, not only are factors such as the coefficient of friction and roughness considered, but the actual angle of incline is also considered, to not only effectively prevent slips, but also provide a vinyl flooring that has dimensional stability against changes in the surroundings thereof.
