PURPOSE: A method of making cookies is provided to contain tartary buckwheat and fagopyrum tataricum bud which prevents adult diseases. CONSTITUTION: A method of making cookies made of tartary buckwheat comprises; a) a step to steam and stir-fry tartary buckwheat, b) a stept to add water to the dried tartary buckwheat in a mold frame and make the dried tartary buckwheat in the mold frame in a certain shape by heating and c) a step to dry the molded tartary buckwheat and add a certain amount of buckwheat buds powder to the molded tartary buckwheat in the frame and heat the molded tartary with high pressure. The tartary buckwheat is bitter tartary buckwheat and the tartary buckwheat buds are bitter tartary buckwheat buds. The water content of the molded tartary buckwheat is 15-20% and the water content of the cookies made of tartary buckwheat comprises is 3-5%.
