PURPOSE: A pharmaceutical composition is provided to suppress insoluble foreign material generation and to be used as a nasal spray formulation for treating allergic inflammation. CONSTITUTION: A pharmaceutical composition contains corticosteroid or a salt thereof; an anti-histamine agent selected from olopatadine, azelastine, and a pharmaceutically acceptable salt thereof; and beta-cyclodextrin. A method for manufacturing the pharmaceutical composition comprises: a step of preparing a solution containing corticosteroid, beta-cyclodextrin, and a pharmaceutically acceptable additive; a step of preparing a solution containing the anti-histamine agent and a pharmaceutically acceptable additive; and a step of mixing the solutions.
