PURPOSE: An electric heat storage type heat pump system is provided to constantly enable air-conditioning by a water heat source heat exchanger even when heat exchanging through an air heat source heat exchanger is not properly operating. CONSTITUTION: An electric heat storage type heat pump system comprises a compressor(110), a demanding place heat exchanger(111), expansion valves(112,114), an air heat source exchanger(113), and a water heat source heat exchanger(115). The demanding place heat exchanger exchanges the heat of refrigerant and demanding place circulating water. The air heat source heat exchanger exchanges the heat of refrigerant and an external air heat source. The water heat source heat exchanger exchanges the heat of refrigerant and an external water heat source. When external temperature drops to a predetermined temperature below zero, the air heat source heat exchanger stops exchanging heat and the water heat source heat exchanger begins to exchange heat.
