<P>PROBLEM TO BE SOLVED: To provide a developer carrier having stable and high charging property without causing toner fusion and contamination on the surface and a developing device using the same. Ž<P>SOLUTION: In the developer carrier arranged to face an image carrier to carry and convey the developer to a developing region for developing and visualizing an electrostatic latent image carried on the image carrier, the developer carrier has a substrate and a resin-coated layer formed on an outer peripheral surface of the substrate. The resin-coated layer contains at least a binder resin and carbon black; in addition, the carbon black has a Young's modulus 1.0×10<SP>-2</SP>to 1.0×10<SP>3</SP>Mpa and the surface interval of the graphite (002) face of the carbon black contained in the resin-coated layer is 0.3370 to 0.3450 nm.
