摘要 <p>The device (20) has a housing (21) provided with a measuring capacitor (31), which is enforceable by a material strand and supplied with a high frequency (HF)-voltage signal. Precision-determining electronic parts (29, 30) are arranged in respective chambers (25, 26) i.e. recesses, of the housing, which consists of a material having small temperature expansion. A temperature regulating device is formed in the housing such that stable housing temperature is maintained at a constant predetermined or predefinable value. A capacitor electrode comprises carriers (33, 34) or support substrates. The carriers or support substrates are made of non conductive material that is selected from plastic or ceramic substrate or Polyetheretherketone (PEEK)(RTM: High performance engineered polymer) or polybenzimidazole (PBI) material. The electronic parts are designed as HF-voltage source and a measuring- and evaluation unit. Independent claims are also included for the following: (1) a tobacco-processing machine (2) a measurement method for determining characteristic of a capacitive material strand of a tobacco-processing industry.</p>
