<P>PROBLEM TO BE SOLVED: To support management of an incident which has occurred in an information processing system. <P>SOLUTION: A format storage part 324 stores a format of a notification file to be used for notifying a responder of an incident. An acquisition part 304 acquires attribute information designated by the format concerning the incident of which the responder should be notified, and a generation part 306 generates the notification file in which the attribute information has been written. A transmission part 308 transmits electronic mail to which the notification file has been added to the responder. A reception part 310 receives the electronic mail to which the notification file in which an answer has been written by the responder has been added.
