<P>PROBLEM TO BE SOLVED: To provide a highly versatile modifier for concrete which does not require other admixtures, has excellent freezing/thawing resistance, does not reduce the strength of the cured product, and has excellent anti-cracking performance. <P>SOLUTION: The modifier for concrete includes: a compound (A) represented by general formula (I): [R<SP POS="POST">1</SP>-O-(X<SP POS="POST">1</SP>O)<SB POS="POST">m</SB>-]<SB POS="POST">p</SB>Y[-O-(X<SP POS="POST">2</SP>O)<SB POS="POST">n</SB>-R<SP POS="POST">2</SP>]<SB POS="POST">q</SB>, wherein m and n is 0-500, m+n=5-500, Y represents a residue of compound including hydroxyl, and p and q is 0-6; and a polyoxyalkyl ether (B) represented by general formula (II): R<SP POS="POST">3</SP>-O-(X<SP POS="POST">3</SP>O)<SB POS="POST">s</SB>-R<SP POS="POST">4</SP>, wherein s represents the average addition mole number of X<SP POS="POST">3</SP>O, and s is 1-4.
