PROBLEM TO BE SOLVED: To provide a method for liquefaction countermeasure construction right below an existing structure that is provided so as to suppress and reduce a liquefaction phenomenon apt to occur on a sand ground etc., in case of an earthquake disaster etc., and a device therefor.

SOLUTION: A rod body (1) for drilling that has a through hole (3) along a shaft center (C) is provided with a drilling bit (2) at its tip part, and with a connection part (4) connecting a following connection rod (9) at its rear end part. A plurality of jet nozzles (6) which are inclined at a predetermined angle (θ) to a front-rear direction of the rod body while passing on the shaft center (C) are provided nearby the connection part (4) of the rod body (1), an opening/closing valve (7) for the through hole (3) that comprises a compression spring (71) and a steel ball (72) is provided nearby the drilling bit (2), and a sealing part (14') for a through-hole blocking ball (5) in grout pressing-in is formed between the jet nozzles (6) and opening/closing valve (7).
