<P>PROBLEM TO BE SOLVED: To provide a soundproof device and a soundproof fence using the same, which reduce noises from a road, a railroad, a factory and the like in the open air and noises from sound sources close to each other in a room, and which have proper soundproof performance. <P>SOLUTION: A soundproof fence serves as a partition which is installed near noise sources on a road and the like in the open air and near sound sources close to each other in a room, and a top end part is provided with a soundproof device which achieves a surface having acoustically gentle characteristics. Upward-opened semiopen acoustic tubes of types ranging from the longest tube corresponding to the lowest frequency in a frequency range of a control object to short semiopen acoustic tubes corresponding to higher frequencies, including a tube corresponding to the highest frequency, are disposed so that the surface having the acoustically gentle characteristics can be formed in the upper part of the soundproof fence.
