A virtual machine management device(10) has an acquisition unit (13), an identification unit (14), and a movement process unit (15). The acquisition unit (13) acquires a communication data volume for communication performed among multiple virtual machines that operate on a number of server devices. On the basis of the communication distance between each server device, the identification unit (14) identifies a server device for which the communication distance from another server device running a virtual machine that is one member of a pair of virtual machines having a communication data volume of at least a specified volume, is shorter than the communication distance between the server devices on which said pair of virtual machines operate. The movement process unit (15) runs a process that moves the other member of said pair of virtual machines to the identified server device.
