<P>PROBLEM TO BE SOLVED: To prevent occurrence of a wasteful resource when shifting from a talking time to a silent time because of a different data amount during the talking time and the silent time, in persistent scheduling in which, by the transmission of resource allocation from a base station 2 to a mobile terminal 3 at initial transmission, the base station 2 allocates a resource to the mobile terminal 3 during a certain period, using the resource allocation. <P>SOLUTION: When the persistent scheduling is used, on detection of the shift from the talking time to the silent time, a resource at the silent time is allocated to a dedicated channel to the silent time, and also a resource allocated to the mobile terminal at the talking time is released.
