The cover (1) has a linkage (2) having a steering wheel (4) pivotally supported at a bow (3) around a pivotal axis (10). A bearing bolt (6) of steering wheel is coaxially engaged to pivotal axis from a storage area (5) of steering wheel in a bearing center (9). One side of a retaining pin (7) of steering wheel is coaxially projected around pivotal axis at area where storage area faces away from bearing bolt while another side is projected to a bearing bar (8) from bearing center. The steering wheel is deigned as one-piece cast portion with bearing bolt and retaining pin.
