<P>PROBLEM TO BE SOLVED: To provide a winding deice of an air-core coil capable of efficiently being manufactured the air-core coil, and a winding method. <P>SOLUTION: A winding device 1 comprises: a winding core 36 around which a wire material 30 becoming a coil through its rotation is wound; a fixed side winding jig 32 rotatable with the winding core 36 and determining a winding wire start position in a winding wire region CA where the wire material 30 is wound; a first clamp 50 rotatable with the winding core 36 and holding a start edge 30a of the wire material 30; and a second clamp 60 rotatable with the winding core 36 and holding an end edge 30b of the wire material 30.
