The present invention relates to an illuminating device com- prising an LED light-emitting assembly (1) and an LED driver (3) that connects the LED light-emitting assembly (1) to a power supply (2) and drives the LED light-emitting assembly (1), wherein the LED driver (3) further comprises a PWM control unit (4) that generates a PWM signal with a variable frequency, and the LED driver (3) drives the LED light-emitting assembly (1), according to the PWM signal, to emit light. In addition, the present invention further relates to an information sending and receiving apparatus with such illuminating device.
