PROBLEM TO BE SOLVED: To provide a substrate for suspension with low noise between wiring layers.

SOLUTION: A substrate for suspension in the invention includes a metal support substrate, an insulation layer on the metal support substrate, wiring layers on the insulation layer, and a cover layer covering the wiring layers. The wiring layers are a first wiring layer and a second wiring layer that are placed next to each other, and the cover layer has a slit between the first wiring layer and the second wiring layer along the length of the layers.
