<P>PROBLEM TO BE SOLVED: To suppress failure in image transfer due to rigidity of a sheet. <P>SOLUTION: Target tension is made variable, which is tension of an intermediate transfer belt 41 laid between a backup roller 42 and a support roller 43 near a secondary transfer nip in order to control the target tension to surpass rigidity of a sheet P.
