PROBLEM TO BE SOLVED: To diagnose deterioration based on stages of corrosion relating to an object with high accuracy.

SOLUTION: A deterioration diagnostic device includes: an HLS converting section 115 for converting rust image information of an RGB color space relating to a rust development point obtained by photographing rust generated due to corrosion of a metal object to rust image information of an HLS color space; a diagnosis execution determination section 121 for determining whether or not an HLS value relating to the rust image information of the HLS color space after conversion is included in the range of a rust color area which becomes a reference when the rust development point is determine to be rusted; and a deterioration diagnostic section 123 for diagnosing deterioration based on stages of corrosion relating to the object when it is determined that the HLS value is included in the range of the rust color area. The rust color area is set while taking into account that red and brown initial stage rust appearing in an initial stage of corrosion and black and brown later stage rust appearing in a later stage of corrosion advanced more than the initial stage are regarded as the rust.
