System for controlling access to user resources and method thereof

Controlling access to a resource by firstly assigning an access level to the resource and then defining an access agent as a group of users or as an individual user. When access is requested it is firstly determined which is the access level of the requested resource and then it is determined which is the access agent for the resource. Access is then controlled according to the determined access level and access agent.
