PURPOSE: A device for relaying a message through base information and a service URI and a method thereof are provided to register base information through a client module and implement a message change rule. CONSTITUTION: A base relay module(130) registers a service URI and service base information. A service context module(120) receives the service URI and the service base information of the base relay module. The service context module derives a URL(Uniform Resource Locator) matched with a service name inputted from a terminal. The service context module provides the derived URL to the base relay module. A service providing module(140) returns a reply message to the URL called by the base relay module.
