PURPOSE: An audio signal processing method and an apparatus thereof are provided to implement an encoder and a decoder by applying a sampling rate regardless of the bandwidth of an input audio signal. CONSTITUTION: A linear prediction coefficient generation unit(132A) generates the linear prediction coefficient of a degree corresponding to degree information by using an LPC(Linear Prediction Coding) analysis method for an audio signal. A linear prediction coefficient conversion unit(134A) generates first set linear prediction conversion coefficient of a first degree by converting the generated first set linear prediction coefficient. A first quantization unit(135) executes a vector quantization for the first set linear prediction conversion coefficient. A degree adjustment unit(136A) generates the first set linear prediction conversion coefficient of a second degree by controlling a first set index of a first degree.
