PURPOSE: An Illegal watching detection system and a method of video content are provided to promote legal watching of a video by detecting that a user stops watching a video through a video player. CONSTITUTION: If a reproduction time of a corresponding video is less than a preset video legal reproduction watching time, an illegal reproduction detection agent(210) detects illegal reproduction. The illegal reproduction detection agent generates illegal watching video information. The illegal reproduction detection agent stores the illegal watching video information into video watching history information database(221).
