PURPOSE: A monitoring device is provided to prevent an abnormal state of an electric storage element by detecting the usage of the electric storage element in advance when activation signals cannot be received from the load side. CONSTITUTION: A measurement part(41) measures the status of a secondary battery(10). A wakeup timer(35) makes the measurement part measure the status of the secondary battery by activating a monitoring device(30) from a sleep state at predetermined activation intervals. A central processing unit(31) changes the activation interval when the measured value of the measurement part is changed from the previous measurement.
