Provided is a transmission device with which data is transmitted to a base station on the basis of locations upon a frequency axis of unit frequency regions of which notification is sent from the base station. The transmission device comprises: an RB selection unit which acquires mapping information which denotes that a plurality of sets of the unit frequency regions in which the locations are contiguous upon the frequency axis are allocated; and a transmission unit which, on the basis of the mapping information which the RB selection unit acquires, from among the frequency regions which the plurality of sets denotes, transmits data using the frequency region which the use set which is used in transmission denotes, and does not transmit data using the frequency regions which the non-use set which is not used in transmission denotes.
